Advocates for Youth Call for Applications for Projects to Improve the Sexual and Reproductive Health and Rights of Young People in Asia, Africa, and/or the Caribbean

Advocates for Youth (Advocates) is pleased to announce an exciting opportunity for youth-serving and/or youth-led organizations based in Asia, Africa, and the Caribbean to partner with Advocates for Youth to implement programs that seek to improve young people’s sexual and reproductive health and rights. Advocates for Youth is an international non-profit organization based in Washington, DC, dedicated to advancing programs and policies that support young people’s sexual and reproductive health and rights. Advocates hosts an International Youth Activist Network (iYAN) through which it provides information, training, and technical assistance to youth-serving organizations and youth activists working to improve young people’s sexual and reproductive health and rights in low- and middle-income countries.

Young people ages 10-24 account for 25 percent of the world’s population: a total of 1.8 billion, most of who are living in low- and middle-income countries. Many face challenges to their well-being and sexual and reproductive health and rights, such as unintended pregnancy; unsafe abortion; sexually transmitted infections (STIs), including HIV; gender-based violence; harmful traditional practices like child marriage
and female genital cutting/mutilation; and stigma, discrimination and violence due to sexual orientation and gender identity and expression. Yet Advocates knows that there are countless promising programs, dedicated youth-serving organizations, and determined young leaders working in communities to make a difference for young people. Through this call for applications, Advocates is seeking to partner with three in-country organizations interested in implementing sexual and reproductive health programming with and for young people and in acquiring new skills, tools and resources from Advocates for Youth.

Advocates’ work is grounded in a philosophy that it calls the 3 R’s of Rights. Respect. Responsibility. ® whereby young people have the right to comprehensive sexual and reproductive health information and services; young people deserve to be treated with respect; and society has a responsibility to ensure an environment in which young people can make healthy decisions about their sexual and reproductive health. Advocates welcomes applicants that share this philosophy and that come with a diversity of expertise and technical needs and interests. For example, applicants could include: organizations that may already be working to advance youth sexual and reproductive health and rights issues but that are seeking to strengthen these efforts, adopt new strategies, or integrate new youth constituencies, such as Lesbian, Gay, Bisexual, and Transgender (LGBT) youth; organizations that are already working on sexual and
reproductive health issues more generally but are seeking to meaningfully engage young people and specifically address their sexual and reproductive health needs; or organizations that are working in related areas such as maternal health, community development, gender-based violence, youth development, or youth employment that are interested in integrating youth sexual and reproductive  health and rights programming into their existing efforts; among others.

Selected organizations will receive a twelve -month seed grant in the amount of US$10-14,000 to support project implementation in addition to capacity building and technical assistance from Advocates for Youth. The deadline for applications is *midnight GMT** on* *Thursday, May 22, 2014*.

VACANCY HEAD OF KNOWLEDGE MANAGEMENT DIVISION AT A.U

The African Union, established as a unique Pan African continental body, is charged with  spearheading Africa’s rapid integration and sustainable development by promoting unity,  solidarity, cohesion and cooperation among the peoples of Africa and African States as
well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.

The directorate of Strategic Policy Planning, Monitoring, Evaluation and Resource Mobilization general mandate, under the direct authority of the Chairperson of the AU Commission, is to promote and follow the modernisation of the management tools of the Commission, to support the improvement of the AU’s capacity to define priorities and to plan, execute, and monitor the policies and programmes adopted by the different departments of the Commission. The SPPMERM is composed of four Divisions each under the responsibility of one Head of Division. Together with the Director of the SPPMERM these four Heads of Division constitute the management team of the Directorate.

Job Purpose
The principal objective of this post is to promote knowledge management resources to support legal and business research. This will be through managing of knowledge and information appropriately by sharing it within the Commission, source, research, identify new sources of information as well as, exchanging it with other centres of knowledge, research institutions, think tanks, and other knowledge generating institutions in Africa and elsewhere. The incumbent will be in charge of the AU knowledge management website and promote its use by all staff of the Union, the Regional Economic Communities and other institutions of the Union. The incumbent will be in charge of modern/computerized management and organization of the Library and Archives, facilitating access to them, encouraging staff of the Commission to refer to them and use this knowledge rationally with a view to improving the overall performance of the Commission. Some of deliverables will include project management tools, shared document storage, meeting and videoconferencing platforms, and multiple knowledge base that make information accessible.

2. Main duties and responsibilities

• Responsibilities include requirements analysis, technology selection, system design  and development, testing, quality assurance, deployment and training for all collaborative technologies.
• Assesses, collects, organizes preserves, maintains control over, and provides access to records and archives determined to have long-term value.
• Manages internal and external resources responsible for acquiring and disseminating electronic and print content for legal and business research purposes.
• Research, identify, and select sources of information, manage and update subscription to external sources of information and knowledge relevant to the African Union mandate.
• Inform on a regular basis the Union staff on new sources of knowledge acquired by the AUC and assist the different departments and offices of the Commission meet their specific knowledge and information needs.
• Undertake, on regular intervals, an assessment and stock take the knowledge sources acquired by the Commission in all areas of the organisation’s life and share them with the broader organization, including the lessons learned.
• Select records valuable enough to justify the costs of storage and preservation, plus the labour intensive expenses of arrangement, description, and reference service.
• Proposes and updates strategies, and establishes work procedures, standards and policy guidelines for improvement of the library and archives services and the dissemination of the available information.
• Strengthens the coordination of information networks and promote information, archives and library services.
• Manage the development of the library’s collections and databases to meet the information requirements of the AUC and its information clientele. Assess and evaluate databases, products and services as well as provide on a regular basis information on regular.

• Coordinate the activities of the Knowledge Management Division with other Divisions within the AUC and with the activities of Organizations and Institutions belonging to the AUC Information Network, in particular with the AU Organs and the RECs.
• Devises and implements the work programme of the Division so as to ensure it provides the knowledge management capacity required to make the AU Commission and the broader AU into modern learning organisations;
• Organize workshops, seminars to popularize the AU knowledge website and to train staff on issues of knowledge management and the access and use of the available resources.
• Propose and update strategies, and establish work procedures, standards and policy
• Guidelines for improvement of the library services and the dissemination of the available information
• Plan, develop and organise activities, prepare proposals for the work programme and Budget of the Division
• Coordinate the activities of the Knowledge Management Division with other Divisions
• Within the AUC and with the activities of Organizations and Institutions belonging to the Information Network, in particular with the AU Organs and the RECs
• Produce and submit periodic reports on activities and specific missions

• Represent the Commission of the African Union in seminars, workshops, experts meetings and training sessions.
• Perform any other duty as may be assigned

3. Education Qualifications and Experience
• Candidates must have a University Masters Degree information management, library science or information technology management. A Higher qualification will be an added advantage.
• Candidates must have had at least ten (10) years of progressively responsible professional experience in knowledge management, with emphasis on Information and Communication Technology of which three (3) years at management level in a large continental, Regional or the International Organization or a knowledge generating institution.
4. LANGUAGE REQUIREMENT:

Proficiency in one of the African Union working languages. Proficiency of one or several other working language(s) would be an added advantage.
5. TENURE OF APPOINTMENT:

The appointment will be made on fixed term contract for a period of three (3) years, of  which the first twelve months be consider as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance
and deliverables.

6. LEAST REPRESENTATIVE COUNTRIES:

Candidates from the following least represented countries are encouraged to apply: Eritrea, Central African Republic, Cape Verde, Comoros, Congo (DRC), Djibouti, Equatorial Guinea, Liberia, Mauritania, Namibia, Sahrawi Arab Republic, SaoTome and Principe, Seychelles and Somalia.

8. REMUNERATION:

Indicative basic salary of US$ 47,829.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance US$ 14,414.40!per annum), education allowance (75% of tuition and other education related expenses for every
eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.

PHOTONEWS : Aggrieved Chibok Women Storm Abuja, Protest At National Assembly

Aggrieved mothers and other indigenes of Chibok, Borno State, today in Abuja, Nigeria’s capital, staged a protest to demand the immediate rescue or release of the more than 200 secondary school girls abducted by suspected Boko Haram insurgents on April 14.

The protesters, most of them members of the Kibaku Development Association, Chibok, converged at Eagle Square in Nigeria’s capital. From there, they marched to the National Assembly to submit a protest letter. The women were led into the premises of the national legislature by a group of senior female police officers.

Senators Barnabas Gemade and Helen Esuene received the protesters, telling them that the Senate was considering a motion in relation to the abducted girls. The two senators assured that the content of the Senate’s resolution would be communicated to the women later today. The senators appealed to the protesters to calm down and show restraint, pledging that everything would be done to secure the release of the girls in due course.

Some of the protesting women, who were all dressed in black, seemed unimpressed by the senators’ tepid words. A number of the women betrayed their emotion and wept profusely, a few of them rolling on the ground.

Some sources in the state have told the British Broadcasting Corporation (BBC) that some of the abducted girls had been ferried across into Chad where they were being married off for 2000 naira per girl. SaharaReporters spoke to a security source in Borno State who said he could not confirm the information.

Police arrest vice-principal for raping pupil

The police in Ekiti State have arrested a 57-year-old Vice-Principal of St. Mary Girls College, Ikole Ekiti, Mr. Ayo Ajayi, for allegedly raping a 12-year-old pupil of the school inside his office. Our correspondent gathered that the pupil had gone to the office of the vice-principal on March 18 and she did not come out as quickly as expected. This was said to have fueled the suspicion of some teachers.

One of the teachers, who reported the case to the police, was said to have moved closer to the door to open it but discovered that the door had been locked from inside.She was said to have knocked on the door and the pupil and the suspect allegedly hurriedly stopped what they were busy doing inside. The demeanour of the VP and the pupil was said to have given them away and one of the teachers reported the case to the police.

The Police Public Relations Officer in the state, Mr. Victor Babayemi, confirmed the incident in a statement on Tuesday.He said the vice principal was arrested and investigation into the case had begun. The statement read, “Operatives of the Command arrested one Ayo Ajayi, aged 57 years, the Vice-Principal of St. Mary Girls College, Ikole-Ekiti, for allegedly defiling a 12-year-old pupil.“

The incident, which allegedly took place on March 18, 2014, inside the vice-principal’s office, was reported to the police by a teacher in the school, who noticed the suspicious entry of the pupil into the VP’s office.

“Investigation revealed that the suspect had a similar case in the past which was not reported. The victim also admitted that the suspect laid her on his table and had carnal knowledge of her.“

The report of the medical examination confirmed that the victim’s hymen was not intact. Although, the suspect denied the allegation, but with the evidence against him, he will soon be arraigned in court for defilement.”

More abducted school girls found


Four more school girls abducted by suspected Boko Haram terrorists at Government Girls Secondary School in Chibok two weeks ago were yesterday rescued around Monguno area of Borno State. This brings to 48, the number of girls that have escaped so far from the clutches of the terrorists, while 230 were said to be still missing. 

Our correspondent gathered that the girls were rescued by some good Samaritans in a village near Monguno on Sunday before they were handed over to security operatives in Maiduguri, the state capital. Monguno is located about 134 kilometres from Maiduguri, while Chibok is to the south and about 130 kilometres to the state capital. The girls said they were abandoned in the bush by their abductors after they fell ill.

According to a source familiar with the matter, “About four abducted school girls who were smuggled out of Sambisa forest en route Monguno were in the last few days rescued by villagers, In fact, the girls who looked traumatised and frustrated were sighted on the outskirts of Monguno. Only one of them managed to talk and said they are students writing their final year exams in Chibok but were kidnapped by gunmen, and that when four of them developed serious illnesses while conveying them to unknown destination, they were later abandoned by their captors in the bush, before being rescued by some villagers”.

The source added that the four rescued students were in the custody of a female security officer and were receiving treatment at an undisclosed hospital in Maiduguri. He said that as soon as their condition improved, they would be handed over to relevant authorities for onward delivery to their parents. The Caretaker Chairman of Chibok Local Government Area, Mr. Ba’ana Lawan, confirmed the development.

He said: “Yes, I also heard that four of the abducted school girls have been rescued in Monguno before handing them over to the security operatives. I was told that they are currently receiving treatment at one of the hospitals in Maiduguri due to the condition they found them. I quickly rushed to the hospital to verify such important information, but I was disappointed as I was not allowed and prevented from seeing or knowing the whereabouts of the girls by the security people and the hospital authorities.”…
